European Power — Exploring the Threat of Under-Investment
The closure of 8-GW of German nuclear capacity and a slow-down in central power plant investment is squeezing European capacity margins.
Generation margins in Europe have been comfortable but peak demand is increasing and a harsh winter with nuclear outages could see shortages begin to appear.
Oppressed by economic turmoil and weak market signals, a bunker mentality has developed with utilities shelving non-essential projects until recovery is clear. There is, however, significant activity in development where investment is fully justified. The Dutch market a standout example and now the German market is responding to nuclear phase-out with new or revived lignite and gas proposals.
Other jurisdictions are wrestling with regulation. The UK is trying to bump-start a low carbon revolution with a CO2 floor price and long-term support contracts. Capacity payments for backup are an ever-present debating point in several markets while renewable subsidies are under pressure everywhere.
Utilities and policymakers agree that the long-term aim of decarbonization must remain in focus through the economic crisis. All routes to carbon neutrality are needed — renewables; energy efficiency; new nuclear; carbon capture and storage; smart grid; super grid.
The investment to deliver this revolution is vast, but is the market in any state to deliver capital-intensive projects? How does the sector keep sight of its ultimate goal in such conditions? Who is managing to navigate projects through the recession, and who has fallen by the wayside?
